How to make an offer on a used car?
I feel like I've found an awesome deal on a car. It's a 2011 and priced cheaper than the same car at every other dealership. Carfax is clean and it's still under bumper-to-bumper warranty. I love it and I want to make an offer- how much leeway to I have with negotiation when it is priced so far under market value (about $3k) already? I think the tires look a little more worn than I would like; that's my only leverage.
As indicated in my statement above, I've done the research and I know the market value.

If it is already that far below market value, I would think that you would not have a whole lot of room to negotiate, not to mention that if the price is that good someone else may snatch it up pretty quick. The only drawback you mentioned was the tires. Are they shot and need replaced immediately, or are they good for a little while and need replacing in the near future? Check the cost of new tires. If they are not some crazy priced performance tire then you still have a good deal. I bought a Mercury Marauder used that needed new tires and was very surprised at the cost, I won't make that mistake again. But on the bright side the tires were pretty well worn out so I was able to do some burnouts and wild driving the first week or so that I had it and not worry about damaging new tires, that was fun.

If the CARFAX is clean and you have already determined it is listed under blue book value it sounds like the price is already very fair. If this is the case then you probably do not have much, or any, negotiating room. Just double check it's value, either at nada.com or edmunds.com, Be sure to select the specific model and options to determine the actual price. If those sites verify that the dealer's asking price is a good deal then you are good to go.

If you think you've already found an awesome deal then what makes you think you can get it any cheaper.
If the deal is awesome it sounds like it's already cheap. But in order to KNOW it's an awesome deal you need to do some research and determine the market value for the car.
