Missouri law states a firearm as anything that discharges a single projectile under compressed gasses or air. So if he is inside the city limits and uses anything that falls under the classification of a firearm he would be violating the discharge of a firearm with in the city limits law, However, since he was not inside the city limits he could not be charged with that, But he can still be charged with cruelty to animals.

Your friend ought to be shot. I hate people who think they have the right to just go on a killing spree, they don't deserve to waste any space on this beautiful planet.

all depends on the situation and the country or city laws they are all different. In my area yes it is if the cat is causing harm to something like my chickens I can shoot it, if it is on my land. some places it just has to be on your land and not causing any harm that one you would have to ask the local animal shelter on the law for that county

Is it legal to shoot your friend in a tree because he lives right outside the city limits? No? I didn't think so.

It is most certainly illegal to shoot another living being unless it is a danger to your life.

Yes you can not openly fire weapons and that's like animal abuse, if it is someones cat he can get sued for it. Anyone your friend is dumb to harm animals, thats very wrong and sad he did that.. Just saying

Whether or not it is legal, it is cruel and unnecessary. Your "friend" is a nasty little bastard, and I hope something unpleasant happens to him.

I think it's illegal and wrong! Instead of shooting cats or any other animals, he could shoot himself and do the world a favor.

You can be sued if the animal belongs to someone, even if it is on your property. Also, if he lives outside city limits, that lets him fire off his weapons. I really can't find anything illegal about it, so I guess it's alright

It's not ethical to shoot just to kill whether it's a cat or a person.

If he wants to kill tell him to join the army
