In my area yes it is if the cat is causing harm to something like my chickens I can shoot it, if it is on my land. some places it just has to be on your land and not causing any harm that one you would have to ask the local animal shelter on the law for that county

You can be sued if the animal belongs to someone, even if it is on your property. Also, if he lives outside city limits, that lets him fire off his weapons. I really can't find anything illegal about it, so I guess it's alright
