1980s Anime Title? Any help is apreciated!?

I watched a few episodes of an anime in the mid to late '80s. All I can remember is that the characters dressed in uniforms that were futuristic versions of what French Imperial troops wore under Napoleon. Think very tall hats with fancy ruffles. I think the characters used sabres as their primary weapon.

I believe one of the good characters was a blonde female and her brother was a bad guy or at least an outcast.

Sorry the question is so vague but it was 25 years ago...
