    both

"He made a tweet today" (noun)

"I'm going to tweet about your penis" (verb)

It is a verb, so to say "to tweet him a message", or "tweeted him" would be correct, while "I sent him a tweet" is bad grammar.

It could be used as either! A tweet is both a thing(noun) and what you do(verb)!
