Harry Potter and the Chambers of Secrets ( the movie)?

When Ron and Harry were in trouble for going in the flying and car ( and were seen by no less than 7 muggles) by Professor Snape, Argus Filch dropped a letter that said it was from KwikSpell " a correspondence course in beginnings of Magic"... What does that mean? i mean Why is that important? What does that have to do with anything?

and why was he scared or shy that someone might have found out?

    Argus Filch is a Squib which is someone who was born into a wizarding family but doesn't have any magic powers. For someone in the Wizarding community this is highly embarrassing so he doesn't want anyone to find out. It doesn't have much to do with the scene, it's just slipped in there to give more of a backstory to Filch.

    It's a reference. Filch is a Squib, meaning born Muggle to Wizard parents. Most people don't notice unless thay've read the books.

    Filch is mad because it's embarrassing that he can't do magic. I'm not really sure what you're asking. Sorry
