if I live in the philippines, can i have a solicitor from the UK via legal aid?
I read that the term legal aid is when it is free of charge. Is that true? Can I still be able to sue someone from the UK after about 3 years ago?

No, you are not a UK resident. you don't get legal aid for private prosecutions
