There are two key concepts to understand: Head of Government and Head of State.
The Head of Government is the person who is responsible for, well, the government. They set the tone of policy for the nation.
The Head of State is the person who is responsible for the tone of the nation itself. In many nations it's largely ceremonial, although there may be some limited powers associated with it.
A Head of State would be the one to host a state dinner for a visiting dignitary. A Head of Government is the one who is working to get that education bill passed.
