Federal law allows it, but CA law does not allow its residents to purchase firearms out-of-state. Vote accordingly in your next election.
The CO FFL would know to not sell to a CA resident when you presented the required ID for the sale.
Yeah, "purchase" is misleading, actually. You can pay for it in CO, but it will have to be shipped to a licensed dealer in CA, where the background fees and whatever else will apply. You won't save any money or hassles.

A person may only acquire a firearm within the person’s own State, except that he or she may purchase or otherwise acquire a rifle or shotgun, in person, at a licensee's premises in any State, provided the sale complies with State laws applicable in the State of sale and the State where the purchaser resides. A person may borrow or rent a firearm in any State for temporary use for lawful sporting purposes.

I don't see any restriction on the sale in Colorado to non-residents but you'd be on shaky ground bringing it back to CA and this is felony stuff.

Yes and no. See federal law says you can buy long arms in any state so long as you can legally own the gun in the state you live in. kaqlifornistan makes it way more complex. If you buy a rifle out of state it MUST be shipped to an FFL in kalifornistan for transfer. Meaning if you are going out of state to circumvent their draconian bullshit it won't work.
Bolt action rifles not much of an issue, semi-auto most dealers won't even bother as the laws in kalifornistan are confusing.

You have to be careful. There are a lot of firearms, even a plain old bolt-action rifle, that are not legally permitted by the CA DOJ. I would make 100% sure that it's not an "off list" rifle, and even then I would be hesitant.
