Just use incandescent lights, Most of the energy "wasted" on incandescent lights is "wasted" in the form of heat. What extra energy the bulb uses will be that much less your furnace has to generate. It will be very close to a wash.

The opposite applies in the summer if you are running the air conditioning. the amount of energy saved by using florescent lights is substantially increased because there is no excess heat to remove.

Not affordably. Regular flourescent tubes use a special ballast, CFL's on the other hand use components rated only down to about 32 degrees F or 0C. They can light at lower temps sometimes, but the light output suffers greatly.

If you are looking for reliability in cold weather and need longevity- Use an LED luminare. They are good usually down to -40 C or F. The are also not normally relying on a sophisticated circuit that utilizes components that are adversely affected by low temps. And with an average expected life span of 50,000 hours- it saves you a great deal of ladder time.
