Skyrim Problem???????
I have level 36 smithing and I'm trying to upgrade an Elven Sword to Superior and it won't let me even though I have the required materials and the Elven Crafting perk? Wuts up with that?

You need higher smithing to be able to upgrade it- I'm not sure but, I think you need the advanced armor and weapons perk on that path to be able to do it.
