Skyrim Problem Still?

I STILL cannot make my Elven Sword any better via grindstone. I have 40 smithing, required material and the elven crafting perk but I still can't improve it? What's going on?

    Is the sword enchanted?

    If so, you need to Arcane Blacksmith perk,

    After you get the Elven smithing Perk, the other Perk you have to get is "Arcane Smithing" where you can enhance Weapons and Armour even with enchantments on them.
