yes it is correct.
basically the ratio a : b = c : d is true if a/b = c/d
so in your case 4/28 = 96/672
So it is true.

LHS = (4 kg) : (28 kg) = (4 * 1 kg) : (28 * 1 kg) = 4 : 28 = 1 : 7
[ 1kg cancels out ]
RHS = (96 men) : (672 men) = (96 * 1 man) : (672 * 1 man) = 96 : 672 = 1 : 7
[ 1 man cancels out ]
LHS is a number = 1/7
RHS is a number = 1/7
Hence, LHS = RHS
Ratio of two same kind of things is a pure number
