Do you realize that the University of Virginia is an Ivy league school that BOTH public AND private, like Cornell University. They are both land-grant universities, but the colleges within each university can be either public or private. Which COLLEGE you seed admission to is probably going to determine what your tuition will be.
I suggest you do a lot of online research into liberal arts colleges, since it's obvious that you probably are not going to be applying to engineering colleges. :-D. Lots of people have no idea what they are going to major in when they start college. Most degree programs in liberal arts colleges require you to to take introductory courses in certain areas. An English composition class is required of almost every one going to a liberal arts school. I had to test out of freshman English at the University of Oklahoma when I was working on my third bachelor's degree. The reason for the distribution requirement courses is so you can find out what you want to major in by taking science/math courses, history courses, foreign language or computer programming courses, or social science courses like psychology.
Think about different areas of the country that you have been to and think about whether you would like to live there. When I applied to graduate school I had no idea that the University of Oklahoma had one of the best geology & geophysics schools in the U,S.A. I just wanted to live Oklahoma year round and go to graduate school where my mother had gone to graduate school to see if what she always told me about the weather Oklahoma was right. Your mother Is ALWAYS right about that kind of stuff. Even when she's wrong, don't let her know she's wrong. Lol!!!
You have the Internet at your fingertips, so you can do a lot of online research right at home or at school. I've been a student at Tulane University, but I was a faculty dependent, so I'm not going to suggest that you should investigate Tulane, unless you want to, the University of Arizona and the University of Oklahoma. I think the only reason that any college or University would NOT accept you is if all the available places had already been filled by other applicants. You might even consider visiting some of the schools you will be sending applications to. You might even get in touch with some schools by e-mail. Colleges have people whose job is to make first contact with prospective applicants. You can find those e-mail addresses on the university and college/school and department web-sites.
