Kinkos does print business cards. They'll charge you to set up the business card file if you haven't already. If you have hand drawn artwork they'll scan your artwork and place it into a file with many business cards to a page which they later cut after printed. It should be clear how they are going to place your handrawn artwork on the 3.5" x 2" business card. Fair warning, they will probably charge you for this pre-production work which doesn't include actual printing and materials. Hope this helps.

If you scan the image you have created you can send the file to a number of different online print vendors. I have used Print City before, the quality was great, service excellent and I got my cards delivered within a couple of days.

yes they do. They'll do the 500 and 1000 packages, or they can just print a page in cardstock and cut it for you.

If you scan the image and lay it out in business card size, they can do it, or at least most of their offices can. It will cost you more if you ask them to do the scan for you.
