@ robert c - The Pandas will be paid for by the Royal Zoological Society of Scotland - which is a charity. The pandas will no doubt pay for their own bamboo though ticket sales alone. No English taxes will be involved, although Westminster will probably still find a way to gain some profit from all the tourists who go to Scotland to visit them. They usually get in on the action somehow. :-)

For the money you're more likely to get the Panda's to increase in number. I don't know why Chris Packham and other wildlife experts go on about Pandas when it's the Tories in Scotland we need to let go extinct :P
