Actually, Ar-670-1 does specify. It specifies that the PT shirt is the only item authorized for civilian attire for some ungodly reason.
Do I wear it w/o the patches anyway? Absolutely.

Some regulations are more clear in other branches. In the USMC, the cold weather fleece is specifically not authorized. I would imagine the Army is the same way.

The gortex is authorized for civilian use. I do recall another person asking this question and they came up with regs, for the fleece jacket, maybe do a Y/A search.

The regs DO specify you may not mix uniform items into your off-duty "civilian" clothing.
