You hired him for a reason.
Maybe take the time to list this persons strong and weak points.
Take him aside and go over this list with him and let him know his job performance has been questionable.
Is the problem that he is in fact a bumbling idiot, or is it just that no one has taken the time to teach him what he should be doing, and why he should be doing it. A persons understanding of the job he is performing can only help him in his duties.
Obviously no one has taken this person under their wings, and have taken the time to actually teach what he needs to be taught.
Approach this in a non threatening and non confrontational way.
He has to understand you are actually trying to help him, not humiliate him.
He should understand that if you didn't care, you wouldn't have approached the subject; it would be easier to just let him go.
When people understand that others are trying to help, and communication is open and honest, only good things can come from it.

This "brainless idiot" of which you speak couldn't possibly be known for posting a question in the wrong section or doubling additional details, right?
If you don't like the way this person wastes company resources, or does not do the job for which he/she was hired, do it yourself. If the job gets done satisfactorily in the time allotted, find a corner, sit down and shut up and pay the man. Otherwise find someone that does it exactly the way YOU do it.

I usually answer a question that is posed as you did with the following answer:
"I really do not know why your boss keeps you on the payroll."
Now I suggest you learn a lot about interpersonal relationships. I suspect the root cause of the problem points to a large degree back to yourself. The adage that states when you point your finger at someone, three fingers point back at you probably applies here.

I assume your in a position to hire or fire, depending on what this person did,if it was something minor, then you could just say, one more chance and your out,we all need a job, you could end up with someone even worse.
Don't be too hasty,unless this person is costing you money,then that's another thing
