How long do you have to live somewhere to be "from" there?

I don't live in the same area where I was born and raised, but I've lived here for almost 28 years. Am I "from" here by now?

Update:

Some good answers to far. Another way to look at it: A woman is born and raised in New York but has been living in Texas for, let's say, the past 28 years. Which is she, a New Yorker or a Texan?

If you don't have to go "TO" someplace other than where you ARE, then you are FROM there. If you only "visit" all other places, you are FROM where you are at. When you say "I'm going home for the holidays", and you go nowhere, that's where you're FROM.

I have the same situation. When I explain to people where I'm from I tell them I was born and raised in "X" and I've live here in "Y". When I go out of town for vacation or whatever I say I'm from whatever town that I currently live in.
