Around 2. You will no for sure they are ready when they can take their own nappy off, usually done when the child can communicate.

Our daughter will be 2 next month and I thought that it was still a little too early to really start training her. I would take her with me to the bathroom and let her watch, and explain that thats where we go potty. And one day, she just took her diaper off and went into the bathroom, I helped her on the potty and shes been going ever since. I think that its different for every child, and that your child will let you know when he/she is ready.

Usually around age 2, but can start before if your child can sit/stand properly, is able to communicate clearly and starts to show an interest.
