How is "Between the whistles" different than "After the whistle"?

I just caught episode 2 of the Flyers/Rangers 24/7 and the ref says that he doesn't want any shenanigans after the whistle, but he won't get too upset if it's between the whistles. What the hell does that mean? Aren't after the whistle and between the whistles the same thing?

    'Between the whistles' means during play. After the whistle means after stoppage in play.
