I've wondered the same thing. i guess one reason may be the question of the ability to give consent by both participants. If there is cognitive impairment by one or both parties?
But I think the real reason is the children of the "inmates" just don't want to think about their parents having sex and they would get bent.

I had not heard that there was a ban on it. Some couples move into retirement homes so I don't see how they could stop it but most, I would have thought, would not be interested in that activity any more. If, however, they are then it should be allowed. Whether there would be enough privacy is another matter.

Sex..? In Retirement homes...? Are you out of your mind...? Surely you don't think old people should be allowed to have sex...? What are you, some kind of Communist Anarchist..? Old people should just sit and look frail but stately, not bursting with hormones, for God's sake..!
O.K. just pulling your chain a little....according to Kinsey, adult males and females are able to 'perform' right up until old age, even in their 80's and 90's. As for the venue, 'wherever you can do it safely and privately, go for it. It's no-one's business but the couple and that's final.

If they have a private room it might work but it might upset the other patients regardless. In many facilities there are two people in a room and sex is not possible. Another reason is there is no lock on the doors in case of emergencies, so there would be no privacy from the staff and other patients.

They can and they do.
Care places can not stop people or even make a rule against them having sex.
They have the same rights as those in prison and in care homes for the mentally challenged.
It is a human right providing they can find someone to have sex with.

It depends on the retirement home if they have a cottage or their own private room they can do what they want.

Retirement homes are not philanthropic organizations. They are money-making schemes. And the way they maximize their profits is by doing everything possible to keep their "residents" in a totally vegetative state of existence.

Depending upon the amount of privacy, I think that they can. I know that there was quite a buzz about one couple who met there.....
