Weevils; how do they get in packets/ jars?

I've asked this before and never got a proper answer.

Weevils can be in grain I know, but what about flour that has been milled? Dried Pasta which has been processed. Jars with stoppers?

They must eat their way in!

Anyone give me a proper answer? I already looked on wiki, but no answers there...

    No matter what kind of milling, packaging, canning, radiation, etc that processed food has to go through, so far no one has been able to reliably kill all weevils inside the grain. They live inside the flour and they hatch inside your pantry. They can certainly eat from one package into another, but they do live inside pasta and flour. I don't understand their life cycle, but my husband had to learn about it for something, so he filled me in.
