Block someone on Facebook and hide you're account from someone? So they can't see you in the Suggested Friends column thing or comments or tags and what not.

yes, you just block them, and then all of that is exactly what happens

Yes go to there page on the bottom left hand side under there friends is a block/report button. There are things you can put to say why your blocking or reporting them. But it doesn't say who did it.(:

Or if that person is using Facebook timeline, you go to their profile and on the right, next to 'message' and below the cover photo there's something that looks like settings and you also go to report/block.
