If I was to download a game from the XBOX Games Marketplace and then delete it from my hard drive, is it possible to download the game again without paying a second time?

You should be able to. Marketplace keeps a record of things you've bought like that, attached to your profile, so that if you delete something then you can get it back without paying again. If that doesnt work for some reason then you'll have to call customer support.

Yes, just make sure you have the profile you downloaded it with that time, it should recognize your download history/purchases.

Yes, just go to your download history and re-download it, that's what I did when I bought a new 360 after my old one red ringed
