My whole life, I have had a skin condition that causes dry skin, especially in the Winter. First of all, to prevent breakouts, don't spend crazy money on acne stuff. Often times, if you have sensitive skin, even soap can make you breakout. The key is simply to keep your face clean. I personally use witch hazel which is in the pharmacy section in the store. Put some on a cotton ball and clean your face daily. When it comes to the dry skin, I tried different things for years. They all either kept my skin dry or made it oily. I finally found something that worked for me. It is called Nivea creme and the link to see what it looks like is here http://www.niveausa.com/products/NIVEA-Creme ...I used to have to apply lotion multiple times a day but with this, I can apply some every couple of days. I absolutely love it! The best time to apply lotion is after getting out of the bath or shower because after having water on your skin (which dries it out), your skin pores are open and ready to absorb lotion.

Is it all over your body? For the body I recommend going to a dollar store and buying lotions that contain either Aloe Vera and/or Cocoa Butter. Put on the lotion right after you get out of the shower (when skin is still damp) and for the face im thinking you might be using a face wash that contains SaiIcylic acid (this ingredient dries out your skin) and might be your problem. Great moisturizer for your face would be brown sugar I think buying the scrub on the internet might be cheaper than buying it at the store. You can also try brown sugar the ingredient scrub it on your face and let it sit for 10 minutes than wash it off. Don't dry it off just wash it off. The brown sugar scrub might work better for your face look for one with dead sea salts it will brighten up your skin with a tan glow but your face will look great afterwards/

Extra virgin olive or coconut oil will help you out better than the stuff on the shelves. You do not need a lot of it either.
