I got that virus i think and i cant open any icons on my pc I need help on how to delete it! I cant just download an anti accident because it wont open! So how can I delete it?

This kind of virus does a lot of damage but turning off all your icons and usually also prevent programs from running. You need professional help. Take it to a repair shop.
There also is a forum that had helped me fix this kind of thing, step by step, for computers of relatives who didn't have AV protection. Go to http://www.repairbotsonline.com/login
Tell them what you see. You will need a good computer to download the tools they send, then move them to the infected computer with a memory stick.
