In super basic terms, it gives the goverment authority to shut down sites that have only one peice of evidence of copyright infringement. It also can take down links that go to that site. It also can shut down sides that support that site as well ... So basically, a company can play dirty can call something 'stolen' can get the site shutdown or sued a heavy fine.
The problem is that the user is NOT held responsable, the site would be(which goes against policy on most sites). ALSO, many politicians will argue what "copyright infringement" really means.

At it's worst, an internet site can be legally shut down b/c one of it's users has posted content with copy right infringement.
So if I post a cute video of my grandchild with the radio on & it's playing a song with a copy right in the back ground, I have infringed. YouTube pays the price by having it's whole sight shut down. Would the gov't really do that over one song? Most likely not. But have 20,000 cute baby videos & the TV or radio playing in the back ground & then it's too likely to shut them down.

An Idea that was SO bad 3/4 of the population of the WORLD petitioned against it.
Trust me, its impossible to find someone who can make that bad of an Idea, oh wait congress.......

Stop online piracy act... i think. attacks sites like pirate bay. makes it hard to enjoy movies when your broke. or DL songs etc.
