How to open a cruelty free pet shop?
I want to open a cruelty free pet shop (Without selling animals). How can I feature a sheltered dog or cat at my shop? Other than putting up fliers of the pets on a billboard or online.
***I was thinking of buying a sheltered dog (Every other month) and giving him/her to a loving home for free but was hoping for something less expensive.

Business wise you first need to set up an organization legally and you would be best off hiring a lawyer. Once your setup you would ask for donations and explaining your plan so that people will donate. (short story) It's not like you can wave a magic wand and make it happen. It takes a lot off legwork and business savvy to do what you want.
You can start by fostering a dog(s) at home and finding them new homes. That way it would keep your cost down to just keeping the dog happy and healthy. Of course this will cost you some for feed and possibly Vet bills.
I hope I understood your question correctly. It was hard to read and understand but I admire your effort for a good cause.

You could talk to your local animal shelter about advertising dogs and cats that have been there a long time and need a home (older dogs/cats) but you could do puppies and kittens too. And maybe organize a day when they bring a few dogs/cats over for people to meet.
Depending on how you define animal cruelty. Would you sell meaty dog/cat food? Or leather collar/leashes?
Or is this just not selling dogs and cats?
I think buying a dog/cat from the animal shelter and giving to a family for free would cost you too much. And a lot of people if they get something free, don't look after it as well as if they would pay a couple hundred for.

Once you establish your pet shop, you can talk with the shelters and rescues in your area and see if any of them would partner with you, and let you foster some of their animals in your store (like petco and petsmart do sometimes) I'm sure most would, they all need more space in their shelters! Don't adopt pets yourself and then re-home them. Most shelters make you sign a contract that you will not do that, and they have an application process for a reason--they can find their own good homes. Great idea, though! Good luck!

Ehh, no. That makes you sound like a broker. And for free? I don't think so. That wouldn't be responsible, and the shelter/rescue wouldn't allow that.
You can FOSTER animals through a shelter or rescue, and bring them to work with you at the store. Or have monthly events there where a shelter or rescue brings in adoptable animals to showcase.

I already told you in your last question - have shelters and rescues host adoption days outside of your store front. Not shelter or rescue is going to let you constantly take dogs from him to rehome them yourself.
The rescue/shelter people come to your store WITH the dogs. People that are interested in taking any of the dogs will deal directly with the shelter/rescue as far as adopting the dogs.

I think your idea would be good! But not for free. I think you should sell them for $10, so you make some money for your work.
