I have British penny looks like it was minted with a silver core and bronze on the outside.?
would this be possible and if so any value as a collectable.

You didn't give a date. If it's an older coin that has some value, I would be suspicious of a counterfeit using a base metal core with either a bronze clad layer or mere bronze plating.
