For both cases -- in the U.S. Muslim students who wear a headscarf to school are protected by the Constitution. Teachers/professors do not have the same protection...school principals do not have to let them wear any religious insignia -- specifically because the teacher/administrator represents the "state" and the state cannot establish any particular religion.

Other -- in the U.S., not only is a Sikh child protected by the Constitution in wearing a head scarf, s/he is also protected in wearing his/her Kirpan -- a ceremonial knife! It is the only time a student may legally have a knife in school!!!!! See http://www.bannedatschool.com/?p=119 http://www.ndtv.com/news/diaspora/now_sikh_kids_in...

Again, teachers/adminstrators do not have to be afforded the same protection -- for the same reason stated above.

Orthodox pious custom has women approaching the Mysteries (Sacraments) with their heads covered.

In the West, this custom isn't rigourously observed.

It's basis can be taken from this verse in

    1 Corinthians 11:5-7

    King James Version (KJV)

5But every woman that prayeth or prophesieth with her head uncovered dishonoureth her head: for that is even all one as if she were shaven.

6For if the woman be not covered, let her also be shorn: but if it be a shame for a woman to be shorn or shaven, let her be covered.

7For a man indeed ought not to cover his head, forasmuch as he is the image and glory of God: but the woman is the glory of the man.

Though I imagine various cultural attitudes, dress codes, etc. play a large part in how it is observed.

Headscarfs are worn by women who are Muslims, Orthodox Jews, the Amish, etc.

Which religious headscarf are you after exactly?

non-islamic, try catholic nuns. in terms of countries, maybe afghanistan or saudi arabia, both of which require by law that the woman dress covered from head to toe.

Sorry, can't help but there are Christian sects in the US that require women to wear headscarves, Amish?

When I was young, and a Catholic, we wore scarves to mass, we had to thanks to St. Paul but the church has since lost that particular battle.

    Good luck :)
