Can a third party credit card processor charge a consumer directly?

I recently got a quote for some landscaping. The landscaper told me if I paid with a credit card their 3rd party processor would charge me 4%. Is this legal? I'm not doing business with the card processor. I'm doing business with the landscaper. Can the processor charge my card like that?

Update:

Please note that I'm not being charged the 4% fee from the landscaper. I am being charged by the 3rd party processor with which the landscaper has a deal. I don't have a deal with the processor. Why should I have to pay them?

    A lot of businesses do this. The credit card company charges a percentage for processing the transaction. That is how they make money in addition to interest and fees the cardholder pays.

    Is it legal? Yes. Some businesses present the waived processing fee as a cash payment discount rather than a fee. In the end, it is 6 of one, half a dozen of the other.
