You pay to play, and for the Chance of Winning.

    If everyone Won,it wouldn't be a Competition.

No it's gambling, and it's not ripping you off. You and your friends are paying an entrance/registration fee. You are receiving "something" - you're getting to play in the tournament. It's no different than the big Poker tournaments you see on TV. They each paid $10,000, but only the top 10(?) win any cash. Everyone else gets nothing.

Now, whether or not it's legal to charge this for people under 18 or not is questionable.

Did you get to play in the tournament? That is your basis of paying, right? So if you didn't win the tournament, you are the loser and you pick up your shirt and go right? If you were prevented from playing in the tournament because you violated the contest rules and were not 18 years of age, you pick up your shirt and go, right? You are not entitled to a refund since you were dishonest, right? Pick up your shirt and leave.
