I believe that the global florists have to outsource some locals for the flower delivery. If you know a trusted local florist around the recipient's area, go ahead with the locals.

You can actually find a florist shop close to her by doing some research on the web, call the company and talk to the shop. They will take your credit card number for payment. Do so early, this is an awful time for florist shops......they are all nuts right now.

Maybe you could try to find a flower shop which is local to her, and then contact them to see if you could order them to be delivered to her.
