What are Epithelial cells? What do they do in human body?

I got my general Urine Test report & it states:

Epithelial Cells: 8-10 (that are observed) 0-4/ hpf (biological reference interval)

I guess the Biological reference interval means the cells that are considered as normal to be present.

What does it mean? Is it normal?

    It indicates the number of layers of cells.
