Catholics: Do You Know Qvam Repromisit Devs?

A painting called "Allegory of Salvation" from the 1600's shows a man studying the Word with an angel beside him pointing to a Crown. Over the Crown says "Qvam Repromisit Devs".

There is more symbolism in the painting. I'm trying to determine as much as I can about the image so I can use it to illustrate scripture and I want it to illustrate the right scripture (I've made faux pas before). Are you familiar with the latin?
