My screen moves during games?

Just about every time I play video games the screen moves and on the right side, it flashes white lines that look like bar codes. This only happens when I play video games and never for Blu-Ray movies, internet, or anything else. I first thought I had to update the driver, but this has been going on during the last two months and everything has been updated since. I thought it was the monitor or cable, so I bout a new monitor, and have been using DVI instead of HDMI since then. I have Norton installed and yes its up to date. Here is are my specs (in case you know any issues similar with these parts), and a picture of what I'm talking about:

GPU: XFX 6970

CPU: AMD 1090T

MOBO: Asus Crosshair Formula IV

PSU: XFX 850 Watt 80 Plus silver

RAM: 8GB G Skill

HDD: Western Digital 1TB Caviar Black

    If this happens, then restart the screen...

    OR

    Update some specs for your computer...
