How does one report a deadbet to Credit Bureaus?

My Mom has a legal judgment against a person who is trying to hide from her and avoid payment.

If she can't collect the money owed, she wants to cause as much trouble as possible. So she wants to report them to a credit bureau.

How do we go about doing that?

You don't. The judgement is a public record, the credit bureaus will get that automatically.

You can try to sell the account to a "factoring" firm or a "collection agency." Just don't spend the money as you may need to return it if it's uncollected. They will "Dunn" the deadbeat's credit.
