It's actually not a hawk. It's a bird of prey called an osprey, who eats primarily fish. They're large raptors with big talons and feet with many small, hard bumps that hold onto slippery fish that the osprey pulls out of the water.
That picture is a photoshop, inserting the raptor into the picture of the powerlines and birds. The original osprey photo, of the bird itself, is credited to NASA and is found on the National Geographic website. Osprey do not prey on doves (well, not regularly but would likely eat one if hungry enough) and you can see that the proportions and angles in the photograph are all off.

Amanda probably is correct.It looks edited, and they don't regularly feed on birds..The mourning doves would have already been gone by that time too.

Actually it is not a hawk, it is an osprey. As was looking at some pics to verify my identification and spotted the actual pic you have here. This confirms your image is photoshopped.
