while parking my car another car hits me from the back ,, who is at fault ?
i was in the process of entering a parking space , noticed that i needed to adjust so i would be within the lines ,, went to backout looked both ways and behind did not see anything moved about 5 inches herd a scraping noise saw somoene trying to sqeeez by between the back of my car and the school building.. do the same laws apply from the ca dmv apply on private property as well as street driving/parking ??
police were called and said that both were at falt but stated that they can not do a report or anything due to the fact that it happen on private property

On private property code the Vehicle Code does not cover -- Civil Code does.

Being on private property, the insurance companies will send out inspectors - your company to your car and his to his - and they will determine who was moving. If only your car was moving you are at fault; if both were moving usually each pays for their own.
DMV rules do apply but not through the legal process, just as the basis for the insurance companies to deal with each other.
