How can you set up a video "drop box" via YouTube?
Is there a way to use YouTube as a place for people to submit videos? Preferably I would like the process to be invitation only so I can keep it to a small, select group of contributors.

You can request people to send you a video file or, if people people have the video enabled to do so, you can download the video that they have uploaded to YouTube.
