Why do people get baggy eyes?

I know people get baggy eyes when they're tired and stressed, but why does the body do that? I'm confused as to what function baggy eyes serve. I know that evolution causes us to keep only the beneficial traits for the most part, but how are baggy eyes beneficial?

    Some people have baggy eyes without being tired.

    It could be just a signal for your body and other people to warn that you are tired or sick.

    The blood flow gets in tghere and it looks about like a bruise.

    Basically it's like working out your arm gets tired of you need rest so do your eyes keeping them open requires muscles in your eyes to be used and makes them tired and strained which results in baggy eyes

    - in other words baggy eyes are your body's way of saying I'm tired
