You've asked two different questions. Is it a sin, and is it wrong. It does not hurt anybody, so it's not wrong. The Bible says it's a sin. Like women wearing pants. Or people picking up sticks on Saturday. Picking up sticks on a Saturday isn't wrong either, unless you're stealing someone else's sticks that they want, and then it doesn't matter what day of the week it is.

Piety is not the same thing as morality.

The evident purpose of this law was to prevent sex abuses and confusion of sexual identity. In appearance and attire, normally a man wants to look like a male and a woman like a female. For an Israelite to act contrary to this internal sense of propriety could have led to homosexuality. Although both men and women then wore robelike garments, there was a difference between the garb of males and that of females.

Deuteronomy 22:5 calls cross dressing an abomination.

Go to a pub and tell a Kilted Catholic Scotsman that his kilt is a sin, and see if you walk out of there or roll out on a stretcher.
