whatever i do .. can't rich my goal, help please?

i'm 5'5 and 145 down from 170 .. 9 months of hard work and can't get rid of belly !

Diet: 2000 calories

breakfast: 2 white toast, 2 eggs, 1 fruit, 1 veg

Lunch: 2 white toast, 1 plate of homemade cooking, salad, 1 fruit

snack: 1/2 cup nuts

dinner: 1 can of tuna, salad, 2 fruits

    2000 cals isn't enough. You should bulk up first with this routine (3000+ calories) for 6-12 months, then reduce your calories after to cut off all the fat you gained. Losing fat and gaining muscle is near impossible, they must be done seperately.
