These are tires that they find on the roadway or old farm equipment tires. Handy as hell in the winter when you are looking for your driveway that is drifted over with snow. Beats driving into a 3 foot deep ditch.
Another reason is that some are discarded tires that get dumped in the country. These tires are hung on fences to get them out of the way of road crews when they mow the side of the road or pick up the garbage.
And lastly they are used to mark field access points for planting and harvesting equipment.

i have often had old tires abandoned in my pastures and crop fields. They don't go through baling machines and combines. They serve more purpose as a decoration, sitting on a fence post.
I do take them up to the hazardous waste collection when it is on.

Out here in the Navajo reservation they are used to mark rural highway intersections as opposed to local roads. Highways on the rez are often unpaved and signs may come and go, even reappearing where they make no sense. The tires stay put.

Here in the midwest we use them as signs! We paint or use tire markers so people don't hunt on our property without leasing it with us first, or just as privacy "No Trespassing" signs. One of my neighbors has "Beware of Bull" on a tire on the fence post because they has a fairly aggressive bull that charges people and teenagers don't ACTUALLY listen to the whole 'no trespassing' thing.

According to Indian belives a tire or ghost face etc are hung to absorb/reflect the bad energies or avoid ''Nazar Lagna'' as in Hindi. Similer to wind chimes in china but now everyware.

Because they are stupid,.... tires collect rain water, mosquitoes breed in stagnant water, mosquitoes carry germs & disease, germs & disease hurt people & animals & even kill, some people are stupid.
