How do I fix their terrible mistake I've made?

So I started going to laser for my facial hair (upper lip and side burns) since 2008. and though laser was VERY successful in permanently getting rid of hair there, it has stimulated rapid and thick hair growth on my chin and below my neck, like very bad stimulation, and so, not knowing any better i continued going to laser to remove that piece of crrap now, until Oct 2011, when i decided to "fix" these mistakes by going to electrolysis, and yeah unlike laser, electro grows back much faster, so i find myself cutting and bleaching my neck and chin in between treatments, but its not really making much of a difference as far as reducing the hair, or fining it out a bit....is electro worth it? or should i continue laser? laser is radiation so i dont want to expose my face to that that much, and electro seems useless and time consuming. what can i do?? is it a hormonal problem that i can fix?

Update:

I'm 21

Generally laser on the upper lip would not stimulate hair growth on the chin. At 21 with lots of hair on the chin I would suggest getting blood work to check your hormone levels. Once you know if they are abnormal then you can make decisions about what your options are. See dermatology, endocrinology or possibly gynecology about the facial hair and hormone testing.

Potenitally it's hormonal. Most natural advice i can give is taking 3 x 1000mg capsules of Evening Primrose oil per day, it helps with balancing hormones. It helped my sister. Chances are it probably won't work, but it can't hurt to try. Good luck.
