So how do you prove where you live? I know someone who was in that situation in Oregon where they require not just a birth certificate and social security, but multiple other proofs of identity.

You have to prove who you are when you register to vote. Requiring further ID when people vote is designed to harass and keep from voting poor people, homeless people, old people (who have quit driving), and likely democratic voters.
