Sounds like a creative writing class basically your supposed to compare the chattering voices to something the reader would be able to visualize. The phone calls are loud and proobobly obnoxious. What is loud and obnoxious.
Something like and start chatting away like
-an Italian family at olive garden
Or maybe go with

not positive what you're trying to say, but I'll give it a try...
Other students talk loudly on their phones as if they're all alone in the room and no one can hear them.
Other students' phones ring loudly. They answer and then start chatting away as if the person right in front of them were no longer there.
I guess instead of loudly you could put obviously, ostentatiously, obnoxiously, annoyingly, with a piercing ring tone, with an obnoxious melody, with an ear-shattering tone, etc.
