Can homeless people vote under voter ID laws?
I'm pretty sure you have to have an address to get a valid state ID. So how to homeless people who are legal US citizens exercise their voting rights in states that require a state-issued photo ID to vote? Are they just out of luck?

by using programs out there
what can be a problem for some is cost of new laws being pushed by republican held states to try all they can to stop as many people as they can to turn them away
but this is new age and people are on it..to help anyone who wants to vote to be able to

Legal precedents protect a citizen's right to vote even when experiencing housing instability or homelessness. Legal precedent exists for remaining registered in the precinct of your last permanent address when no new residence is established.
However, you are correct that with the new type of voter ID laws that require a fee-based state-issued photo ID, if they didn't have one they would not be able to vote.

You have to have an address to vote. I moved once to change my address to vote and although I got a ballard it was put aside. But usually homeless advocates will advise them to use a shelter address. But they still have register at city or town hall.

Yes they can.They can use a shelters address such as Salvation army or a friends or relatives or a P.O.Box
