What does the starter solenoid trigger, power windows, speedometer and blower motor (high speed and other speed) have in common with each other???
I replaced the starter because it was dragging, now those items don't work. I am a competent troubleshooter but I don;t know automotive systems and can't find schematics. Fuses, continuity and voltage good!
Is there bussways that small and diverse? If so where are they?

Not sure about the 99 Ram but many vehicles have more than one fuse box. One under the dash and one somewhere under the hood.

Assuming that they were working fine before and that your only problem was the starter and not another issue that knocked it out and you replaced it, my best guess is that you did not disconnect the battery upon starter take down and install and at some point you caused a short. just check for burnt fuses by checking them one by one if you don't have a 12v tester. Good luck!!!!!!!!
