AC has freon charged to proper setting ~ but not cool?
Clutch is engaging
Gauges states the freon is at the proper setting
Air is still hot
The fuse is fine
IF there was a leak in the system wouldn't not have any pressure? Line is not cold when I turn on AC to max.
Any ideas what is going on here? I've been reading for hours for a fix but I haven't found any reason for it not to be running.

What are the pressures? What is the car?
Is there a heater control valve that is not functioning? What work has been done to the system?

First how do you know it is at proper charge? Was the freon recovered in a machine, held under vacuum and the proper amount measured and placed in the system? If not its hard to say its at the right amount.A compressor only needs 1/2lb or 8oz of refrigerant to run the clutch, say there's 5 oz left in the system you charge a 17oz can not knowing, that system can easily been overcharged. Assuming it is at the right amount and the compressor is working, you should have cold air however you really need a ac manifold gauge to verify what the high and low side pressures are, to tell you whats wrong. If the condenser is blocked with leaves and debris(common) the fan cannot cool the condenser causing a higher (high side ) reading which will cause inadequate cold air.Even if there was a small leak it would still blow cold until the freon leaked out, to not run the compressor. Also if you over charge which is a high possibility with $10 freon can kits you will not get cool air and could damage compressor (seen many times) being that liquid does not compress very well.Best bet is to take it to a shop and have it done correctly and safely saves you money in the long run from not ruining a compressor.GL

It is impossible to know based on gauge reading what the level of charge is. If refrigerant has been added it is vital you get it to a professional to get the charge corrected (I am sure it is not proper if any has been added).
Beyond that we need to know make, model and year to go any farther. The air handling varies so widely I wouldn't even know where to start.

have you checked the fans in front of the condensor to see if they are working to help cool it down, also if everything is engaging and properly charged the line should be cold which tells me that it isn't charged .You should take it to a shop and get their opinion,we can only speculate on here.,,,,,

Something may be wrong with the compressor.
If you suspect a leak, use UV dye and black light.
